Council approves Community Development Block Grant programs
Jun 06, 2026 02:18PM ● By Tom HaraldsenWest Valley City Council approved its Annual Action Plan for the Community Development Block Grant program for fiscal year 2027. The money comes from the U.S. Department of Housing and Urban Development, and West Valley City’s estimated funding is $1,073,357. Coupled with $79,568.88 from fiscal 2026, the estimated budget for fiscal 2027 is $1,152,926.
The Community Grants Division has created an Annual Action Plan and budget proposal that meets HUD’s goals, objectives, and guidelines governing the use of CDBG funds. The funds received annually are to run programs pertaining to low to moderate income individuals including families.
CDBG Program Income (PI) generated from the CDBG Home Rehabilitation Program payments is $75,568.88. The PI funds allocated to West Valley City CDBG program from HUD must be reinvested into the CDBG program’s eligible projects. The public service projects and the administration costs are capped by HUD, with no more than 15% of the total allocation going to public service projects and no more than 20% going toward administration and operating expenses. Recommendations must be in line with the city’s CDBG five-year Consolidated Plan and HUD’s regulations.
The public service projects to receive funding are:
American Preparatory Academy–$15,000
Big Brothers Big Sisters of Utah—$10,000
Legal Aid Society–$15,000
South Valley Sanctuary–$30,000
The Road Home Emergency Shelter–$10,000
WVC Parks and Recreation Youth Program Scholarships–$10,000
WVC Police Department COP Officer–$60,000
WVC Victim Services–$15,000
Total for public service projects–$165,000
Under the neighborhood/infrastructure projects, the following allocations were approved:
Oasis Housing–$50,000
WVC Grants Division Home Rehabilitation Program–$580,926
WVC Parks and Recreation–$150,000
Total for Neighborhood/Infrastructure–$780,926
Administrative and operating costs for the programs, which is capped at 20% of the allocations, is $207,000. That equals the $1,152,926 total expenditures. During an April 28 public hearing, there were no objections noted and the budget was approved.
